YOUTH PROTECTS WOMEN IN NON LEGAL MARRIAGES
Azerbaijan Young Lawyers▓ Union is continue to realize the project (Women in non legal marriages) with the financial support of US Embassy in Baku.
In the modern life of Azerbaijan the legislative basis for the protection of the rights of women and creation of families are sufficient enough. For instance the State Policy on Women Issues had been adopted, the State Committee on Women Issues had been created, the Family Code had been adopted etc. Furthermore, Azerbaijan is a member of number of the international conventions and documents related to the protection of the rights of women. However, in fact the implementation of the law and the lack of information by women on their rights is the main problem in our society. The gender violence primarily directed to the violation the rights of women.
The following activities have to be done within the project realization:
Establishing of the Working Group
The Project Working Group meeting will be conducted and the Project Activity Plan will be discussed at the meeting. The representative of the State Committee of Women Rights will be invited. WG will take responsibility for implementation of this component.
Creation and maintaining the website of the Project
Some activities on this direction had been already done by AYLU, since the electronically mailing list and the website of the Network is operational now. (www.yhrn.az ).
So, the mailing list will be active for broader recipients during the current proposed project implementation. Beside this the official website within the yhrn.az will be launched and devoted to the women rights during the project implementation.
Conducting the Training for Mobile Groups.
-The Mobile Group members those selected among the seminar participant at the 1st phase will be trained by the Trainers Groups at the 2nd phase. The training materials will be based on women rights training modules elaborated by the Trainer Group mentioned above.
Conducting Round Table in Baku
-During the project implementation period there will be conducted the Round Table in Baku. At the Round Tables there will be participated coordinator of the project, representatives of the WG, members of the mobiles group, representatives from the relevant governmental bodies as well as from the Parliament in order to discuss the issues the the problems of women in non-legal marriages. They will also discuss the project activity and current women rights situations in certain regions. In Total 40 people will be invited to the Round Table.
Monitoring and Protection Activity by Mobile Group Members
After the completing of the Trainings, the Mobile Group members had been given an opportunity to monitor the rights of women in non-legal marriages through the using of the monitoring mechanisms and methods gained at the training in 2004 and training module on women rights. The mobile group members will be supervised by the Working Group and Trainers Group members. They will make own research and monitoring on women rights violation in certain region and will prepare the report. The Mobile Group members will be work voluntarily.
Publishing of the Pamphlets
The pamphlets on ⌠Women Rights■, ⌠Privileges of Legal Marriage■ and ⌠How to struggle against violence in non-legal families■ with the circulation of 4000 per each topic in Azeri language.
The pamphlet will be written in simple, understandable for population, language. The pamphlets content will consists of information about the basic human rights of women and application procedures in case of violation of the women rights.
Essay Competition
Conducting the Essay Competition among young people on ⌠Families without legal marriage and women rights■ is planning by AYLU. Its very important to encourage young people to make researches and write an essays on the given problem. The essays of the winners of the competition will be published at the monthly FEMINA supplement to the Zerkalo and AYNA newspapers implementing by AYLU.

At the end of the project with the purpose of presenting the results of the project to public there will held the Press Conference for Mass Media representatives.

HUMAN RIGHTS LIBRARY
Through book donations from the RWI and other human rights institutes, Human Rights Library had been created by AYLU. Law students and academics, practicing lawyers, human rights activists and other interested have opportunity now to access and acquaint themselves with human rights literature, international human rights instruments, legal researches, journals and magazines related to human rights. The library is due to be open to the public six days a week (10 am √ 6 pm)
The library includes the books, training room and computer hall. For the moment we have 475 books on human rights issues in the library. The majority of books on International Human Rights Law had been donated by the Raoul Wallenberg Institute. However the library had been donated by the various human rights organizations, as well as the Council of Europe, OSCE, UNHCR, Red Cross and Red Crescent Federation and other international agencies.

Trainings
AYLU also conducts periodically monthly courses in cooperation with the Legal Training Center under the Ministry of Justice. Almost 90 law students and practiced lawyers had been successfully participated at the trainings. All interested students can be registered for the next courses.
Computer center
There is also the computer center within the Library. From Monday to Saturday, the law students may come and do some legal research the electronically legislation database etc. the articles of the ⌠Young Lawyer■ Magazine is also collecting and typing in this Center. There is also limited internet access in this center and law students actively use these tools for making legal research and writing their essays, diplomas on human rights issues.

HUMAN RIGHTS LEGAL ADVICE CENTRE
Dear friends,
We would like to inform you that the Human Rights Legal Advice Centre had been established by Azerbaijan Young Lawyers▓ Union and now open to the public. The Human Rights Legal Advice Centre had been established in Baku for the provision of legal information to individuals or groups with human rights concerns. The purpose of the Centre is to provide legal aid to the population in the region. The Centre is playing a role of a clearing house by providing information, documentation and legal advice to the population on their constitutional rights and how to submit complaints to the Human Rights Commissioner▓s Office, the local courts, the Court of Appeal and the Supreme Court as well the European Court of Human Rights when those individuals believe their rights violated.
An international/regional consultant on legal aid will visit the Centre for one week, a 5 day study visit by one/two AYLU staff to a Legal Aid Centre in the region is also planning. An opening reception for the Centre will be conducted. The Centre will operate separately from the Human Rights Library.
The project implementing in cooperation with the Raoul Wallenberg Institute of Human Rights and Humanitarian Law with the financial support of the Swedish International Development and Cooperation Agency.

05.08.2005. Baku. Today The presentation of the book ⌠Compilation of anticorruption documents, laws, decrees, enacments and international conventions■ had been held in International Press Centre. (APA). At the opening speech the chairman of Azerbaijan Young Lawyers▓ Union (AYLU) Nadir Adilov mentioned that the book is published by AYLU in cooperation with the Commission on Fighting Corruption under the State Council on Public Service Management and financially supported by ABA CEELI.
The advisor of the book Ali Houseynov √ chairman of Legal Policy and State Building Commission of the Parliament mentioned that the will be disseminated among law enforcement bodies, NGOs, lawyers. The book will be very useful tool on public awareness raising in our society.

The book titled ⌠Compilation of the anti-corruption documents, laws, degrees, enactments and international conventions■ had been published by Azerbaijan Young Lawyers▓ Union (AYLU) with the close assistance of the Commission on Fighting Corruption under the State Council on Public Service Management with the financial support of ABA CEELI.
The Advisor of the book is the Chairman of Standing Commission of the Milli Medjlis (Parliament) on Legal Policy and State Building Ali Houseynov, Editor of the book is the Chairman of AYLU Nadir Adilov and the Compiler of the book is the Leading advisor of the Section on work with law enforcement of the Presidential Office of Azerbaijan Republic Inam Karimov.
The book consists of compilation of the anti-corruption documents, laws, degrees, enactments and international conventions. However, the book also contained a comparative analyzing research of domestic and international legislation on anticorruption written by Leading Advisor of the Military and Administrative Legislation Department of Milli Medjlis Eldar Askerov.
The book is considered for the practitioners of law enforcement bodies, NGOs, law students, scientists and other interested people and consists of 356 pages.
The presentation of the book will conducted by AYLU at the International Press Centre on August 5, 2005 at from 10.00 to 12.00. Representatives of governmental structures, Parliament, law enforcement bodies, NGOs, people working on anticorruption problems and other interested people will take part at the presentation of the book.

Round table on the ⌠Role of tax organs in combating corruption■ has been held
15.07.2005. BAKU. Today, Azerbaijan Young Lawyers▓ Union (AYLU) held Round Table on the ⌠Role of tax organs in combating corruption■ (APA). Nadir Adilov Chairman of AYLU had an introductory speech and emphasized that the project is implemented with financial assistance of Eurasia Foundation. He mentioned that within the project three sich events will be conducted. Inma Karimov Seniour Advisor of the Presidential Office Department on work with law enforcement bodies, secretary of the Commission on Combating Corruption under the Council on the Public Services Regulation gave information about the the measures taken in this field at the institution represented by him. He mentioned that the State Program on Combating Corruption is the main document in this direction. I. Karimov said that the action program of the Commission on Combating Corruption has been drafted. Accordin to this program 8 measures will be taken till the end of the year. With the purpose of preventing corruption, Commission made a decision on recruiting the staff at state bodies on the basis of competition. According to his words, Azerbaijan joint international conventions on combating conventions and undertook obligations.
Najaf Khalilov seniour operations commissioner of the Tax Ministry Internal Security Office tauched upon the role of the institution represented by him in the field of combating corruption and gave information about measures taken. N. Khalilov said that the government takes great measures for prevention of corruption: ⌠With the purpose of preventing negative situations documentation is conducted in the tax system. For this purpose, Ministry joins various international programs. TACIS program provided EUR 1.5 million for improvement of the tax system. With the purpose to decrease direct contacts the documents will be submitted via Internet■. He mentioned that 34 persons have been fired, 9 persons have been disrated, 12 persons have been downgraded and a range of measures have been taken concerning about 400 persons for commiting unlawful actions. Elnur Musayev representative Office on Combating Corruption under the Prosecutor General▓s Office mentioned that already 10 criminal cases have been started. Elnur Musayev said that the institution is cooperating in this field with other governmental bodies and NGOs. Azer Mammadov representative of Ministry of Internal Affairs Head Office on Struggle against Organized Crimes Division against Corruption and Financial Frauds said that this institution has been newly established under the Ministry. According to his words, this Division aimed to conduct great measures in this field. At the end representatives of state bodies answered questions of the Round Table participants.

Next roundtable will be held on fighting against corruption
There will be held roundtable titled, ⌠The role of tax agencies in fighting against corruption■ by Azerbaijan Young Lawyers Union with financial support from Eurasia Foundation (USAID) on July 15, 2005. The roundtable will take place at International Press Center from 9:30 till 13:00. Operation agent and small tax service adviser of the Operation Department of the Internal Security Office at the Ministry of Tax Najaf Khalilov will deliver speech at the roundtable. The role of tax agencies, the importance of financial measures in fighting against corruption and other issues will be discussed at the roundtable.
Government representatives, Milli Majlis members, representatives of international organizations, entrepreneurs and Mass Media representatives will participate in the event.
Discussions will be held after above-mentioned lecture.

PRESS RELEASE
⌠The development programme for law profession,■ the book jointly prepared by the American Bar Association Central Europe and Eurasia Law Initiative (ABA CEELI), United States Agency for International Development (USAID) and Azerbaijan Young Lawyers Union (AYLU) was presented to the NGO activists operating in Nakhchivan city on 1st and 2nd of June.
The book primarily includes the training module on the application of the international and domestic human rights protection methods.
The presentation of the book was followed by the training seminar, which was held by Vugar Gojayev, project coordinator of the Norwegian-based Human Rights House Foundation (HRH) and Gunay Imanova, assistant coordinator for the Norwegian-based Human Rights House Foundation (HRH).
Some 16 local human rights advocates attended the gathering, where they exchanged views and got familiar with the presented book.
According to the activists the book will help their work to be more effectual, practicable and visible in the region, as it takes in the forms of appeals to internal and international courts in connection with the restoration of the infringed human rights.
⌠In our daily work, we receive many people, who have no idea on how to appeal to internal courts. I hope, this book and the training seminar will help us to educate and train these people in detailed manner,■ says Zemfira Jabiyeva, who is a project manager for the Association of the Protection of Women Rights (AWPR) in Nakhchivan.
Nakhchivan, an area with its awfully poor human rights record is noted to have the serious problems with fair court proceedings and lack of enough lawyers. The activists and lawyers very often face various impediments in accessing to their clients and attending the courts.

FINAL REPORT (October 2004 √ May 2005)
We would like to report you that Azerbaijan Young Lawyers▓ Union (AYLU) and Association of Young Azerbaijani Friends of Europe (AYAFE) in cooperation with the Society for Humanitarian Research from September 2004 started the project ⌠Youth Human Rights Network■. The project supported by US Embassy in Baku.
The aim of the Project:
Mobilizing of efforts of youth within the Human Rights Youth Network for improvement of the situation with human rights in Azerbaijan through the Enlightenment on Human Rights and Human Rights Protection activity in 6 regions of Azerbaijan.
Objectives of the network:
- To increase the knowledge and activeness of youth and youth organizations their leaders and members in direction of independent protection of human rights.
- Basing on the joint activity of youth in the form of coalition of youth, to try to direct the attention of state bodies and local governance to the human rights problems and enforce advocacy activity.
- To protect violated rights of people by means of professional legal defense and public advocacy campaigns.
- To take real steps in growing up the new generation of human rights defenders.
- To increase the role of youth on development of the civil society in Azerbaijan.
- To create the Mobile Groups in Baku and regions for conducting the monitoring and reporting activity on human rights.
Activities done:
All necessary equipment and stationary were purchased. The WG meeting had been conducted and the Project Activity Plan had been discussed at the meeting.
FORMATION OF THE NETWORK
- The Human Rights Youth Network had been officially founded in Baku and 5 regions of Azerbaijan (Sheki, Lenkoran, Ismayilli, Khachmaz and Mingechevir regions). Accordingly the Focal Points of the Network is planning to be created in Baku and regions. The Decree of the Network as well as the Code of Conduct had been elaborated by the Working Group in spite of the Network is planning to operate as a non-formal coalition of youth.
For this purpose the Call for Membership is announced. Here is the announcement sample:

o To have work experience with youth

PRESENTATION OF THE NETWORK
On September 24, 2004 Azerbaijan Young Lawyers▓ Union (AYLU), Association of Young Azerbaijani Friends of Europe (AYAFE) and Society for Humanitarian Research (SHR) with financial assistance of the US Embassy in Azerbaijan held the constituent assembly of the Human Rights Youth Network (HRYN) and presentation ceremony of the mentioned project at the International Press Centre.
Chairman of AYLU - Nadir Adilov mentioned in his opening speech that various youth networks and coalitions exist both in Azerbaijan and other countries of the world. HRYN aims to work in the field of human rights. According to the words of N.Adilov, the main purpose for establishing the Network is to mobilize youth efforts, to coordinate their work, to unite and work together within the HRYN by means of stimulating the ongoing reforms in the field of human rights and democratization in Azerbaijan. N.Adilov talking also about other purposes of the Network, mentioned that there are many such kind networks existing in the world: in Russia √ International Network of Young Human Rights Defenders, Asian Human Rights Network, ⌠Youth for the Human Rights■ Network in Denmark, Caucasus Youth Human Rights Network, Balkan Human Rights Network and other networks can be brought as an example. Then the second speaker and president of one of the executors AYAFE √ A.Ismayilov talked about the HRYN and mentioned that the project coordinator is deputy chairman of AYLU - E.Mamishov. Within 6 months of the project the Network will base its activities in Baku and 5 regions of Azerbaijan: Sheki, Lenkoran, Ismailli, Khachmaz and Mingachevir. The network will create its Web Page and Internet Information Network, will prepare and distribute monthly electronically newsletter and publish its newspaper and journal. Later director of SHR √ A. Hasanov in his speech talked about the future perspectives of the Network and mentioned that in future the Network will closely cooperate with international organizations working in the field of human rights protection. According to A.Hasanov the distinctive feature of the Network is that particularly youth will unite within the network to work in the sphere of human rights.
Representatives of international organizations, diplomatic corps and representations working in Azerbaijan participated.
Representative of the US Embassy in Azerbaijan Ms. Laura Seurynck, , Special Representative of the Secretary General of the Council of Europe Mr. Mats Lindberg, Constitutional Court Head of department Durdana Mammadova, representative of Ombudsman office Munir Mammadov, Human Rights defender Novella Jafaroglu, representative of the Ministry of Youth, Sport and Tourism Akram Abdullayev, chairman of National Assembly of Youth Organizations Fuad Muradov, president of the National Democracy Foundation Ulvi Hakimov in their speeches emphasized the importance of the Network and expressed their hope that the Network will enlighten youth in the field of human rights and at the same time will play a big role in human rights protection. According to the Secretary General of the Council of Europe Mr. Mats Lindberg, Young Lawyers▓ Union conducted enough activities in the sphere of human rights, there is a great need for expansion of this activity. According to the representative of the Ministry of Youth, Sport and Tourism Akram Abdullayev the Ministry is highly interested in resolution of youth problems. He mentioned that hi is sure, appropriate structures of the Ministry are ready to cooperate with HRYN. Representative of the Constitutional Court Durdana Mammadova mentioned that expansion of the activity of Human Rights Youth Network in regions would be very useful for its activity. So, the more regions will be covered by project, the more enlightened the population will be. Human Rights defender Novella Jafaroglu emphasized the upcoming municipal elections and mentioned that the Network should help young people who want to participate in the municipal elections and increase their activeness in elections. From the speakers Ulvi Hakimov supported the opinion of Novella Jafaroglu. representative of Ombudsman office Munir Mammadov mentioned that formation of such kind networks and existence of other organizations working in the field of human rights would be a great support to the Ombudsman Institute. So, sometimes citizens do not know the exact application procedure to Ombudsman, that is why there is a great need for their enlightenment.
Together with those mentioned above, the representatives of US National Democratic Institute, International Republican Institute, Danish Refugee Council, Open Society Institute √ Assistance Foundation, leaders of youth organizations, human rights defenders, Mass Media representatives and other persons participated on the event. The measure successfully completed its activity.
ESTABLISHING OF THE TRAINERS GROUP
Each partner organization (AYLU, AYAFE and SHR) provided the Trainers Group with one expert-trainer on human rights. The trainers are well experienced in human rights and they led the seminars and trainings during the project implementation. In The 1st phase the trainers had meetings with the purpose of elaboration of the training modules for the seminar and trainings. This training module was published as a part of the Handbook for Youth on Human Rights. WG took responsibility for implementation of this component.
Trainers are: Avaz Hasanov (SHR), Ramil Isgandarov and Murad Yahyayev (AYLU), Asif Ismayilov (AYAFE)
CREATION AND MAINTAINING THE WEBSITE OF THE NETWORK
The official website www.hryn.az will be launched during the project implementation. The content of the web-site l consist of:
- Information about the Network
- Network documents such as Decree and Code of Conduct
- Information about the project activity
- News on human rights events in Azerbaijan
- International and National legislation on human rights (in Azeri language)
- Database of the International and National Human Rights protection institutes and organizations
- Online Forum for youth human rights protectors which will include the discussion panels on the different spheres of human rights
- The links to the other human rights websites
- The logo of the implementing partners (AYLU, AYAFE and SHR) and links to them as well as to the donors
- The links to the existing Human Rights Youth Networks in Georgia, Russia, Armenia and worldwide
- Application procedures to the National Courts, Ombudsman, Constitutional Court, European Court, UN Human Rights Committee and other relevant institutions.
The website is updating once a week during the all project period. SHR and WG took responsibility for implementation of this component
TRAININGS ON HUMAN RIGHTS AND ROUND TABLES IN BAKU, SHEKI, LENKORAN, KHACHMAZ, MINGECHEVIR AND ISMAYILLI
One of the objectives of the network is to increase the knowledge and activeness of youth and youth organizations their leaders and members in direction of independent protection of human rights. Trainings and Round Tables were hosted at the training rooms of the Sheki Center for Civil Society and the Ismayilli City Municipality as well as in Khachmaz, Baku (AYAFE Office) and Mingechevir (AYAFE Office) and in close collaboration with the mentioned organizations.
Trainings conducted by the experienced trainers of AYLU on human rights √ Ramil Isgandarov and Murad Yahyayev, Rufan Abdullayev and Asif Ismayilov (Chairman of AYAFE) on the basis of the Human Rights Training Module prepared by the experts of WG.
25 young people in each region were participated at the training. 5 most active participants were selected for creation of the Mobile Group of the Network according to the Work Plan. The Mobile Group will implement the following activities:
- Monitoring and Reporting by Mobile Group Members
After the completing of the Trainings, the Mobile Group members had been given an opportunity to monitor the human rights situations through the using of the monitoring mechanisms and methods gained at the training.
- Protection activity
Beside the monitoring activity the Mobile Group members will render free protection assistance to the people in Baku and regions.
PUBLISHING OF THE HANDBOOK FOR YOUTH HUMAN RIGHTS DEFENDERS
The Handbooks had been written on the basis of the Training Modules on Human rights monitoring and reporting. The Trainers Group and partner NGOs expert took active part for the realization of this component. We also invited the well known human rights defender Mr. Sahib Mammadov (chairman of the Citizens▓ Labor Rights Protection League) to consult in writing the Handbook. The Handbook also included the database information on human rights protection mechanisms and institutions (both international and national), such as constitutional and local courts. Ombudsman etc. The book had been published with the circulation of 300 units and distributed among the Mobile Group members, trainers on human rights and other in interested people.
